All of all papers are in scanned jpeg images but we don't normally put them on the web in that format because it takes up far to much room on the server and it is expensive in terms of cost and loading times. If you want one of these research papers as jpeg images please send the Webmaster an eMail explaining what you want and he will try to get it to you. You might want to compare the scanned jpeg image against the text version. The text versions were created with Optical Character Reader software (which can induce errors) and were edited to correct spelling.
The first report is listed in both jpeg and text versions so you can compare the differences. Not all browsers will render the same graphic or text versions so the jpeg image may appear crunched but by playing with your browser it will become readable although in oversized text.
If there is no hyperlink, it just means we haven't yet converted the jpeg impage into a text document that is web friendly. We are working on it but it is slow and tedious process.
